DIA would like to re-emphasise to all industries to comply with the Karnataka Public Safety (Measures) Enforcement Act, 2017 and the rules thereunder. (Attached). A brief note on the same is given below for ready reference.
Applicable to:
All commercial establishments, industrial establishments, wherein more than 100 people gather at a time or more than 500 people frequent per day are liable to provide and maintain public safety measures.
Obligations on Industries
– Maintain Access Controls and Closed Circuit Television Surveillance at entry and exit points
– Save or store video footage properly for a period of thirty days
– provide the same as and when required by an Inspector of Police having jurisdiction over the area
– Provide information about their establishment in Form No 1 to the jurisdictional inspector of police.
– Submit periodical returns in Form No 15 once in 3 months.
– be liable to penalty for non-compliance
Powers of Authorities
The Inspector of Police having jurisdiction over the area, without prior notice, enter into any establishment, inspect and check as regards the installation and functioning of the public safety measures
As per the requirement of this regulation, all establishments must implement CCTV’s in the perimeter around the factory to cover the roads adjoining the factory. Apart from compliance with the regulation, this measure will enable industries to avoid any untoward incidents during strikes, protests, etc. It will also enable easy tracking of miscreants by the police authorities.
